UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a latest survey of local authorities, UK councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and land to support their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the largest share (60%) of local leaders said they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England announced its asset disposal plan included the disposal of a retail complex in a local town and a community venue in another town to raise £20m over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Wider Financial Strains

The survey of councils in the key cities group, which includes several urban centers, also found that over seven in ten of councils will have to increase council taxes next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils this week also found council budgets being stretched by the growing number of children and older individuals requiring Send support.

A network of councils said that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (IMD) for UK local authorities, several key cities members were among the most deprived in the country.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 IMD measures,” noted the study.

“While only one key city is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures underscores the scale of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and need,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the study revealed.
